This position can be performed from any Turner office. </p><p>Essential Duties & Key Responsibilities: <br>• Manage Procurement department processes, practices, policies, and staff within Business Unit (BU) and may have <br>responsibility across multiple BUs within region. <br>• Develop and implement bidding strategies for competitive bids and proposals in partnership with Preconstruction and <br>Operations. <br>• Evaluate available subcontractors to determine optimal selection for project. <br>• Manage master subcontractor and vendor lists and prequalification processes. <br>• Foster relationships with subcontractor community, including Underrepresented Business Enterprises (UBEs), to monitor <br>workloads, trends, and market conditions. <br>• Maintain ongoing communication with project staff about subcontractors’ performance. <br>• Promote effective communication, collaboration, and alignment of preconstruction and procurement teams in BU(s). <br>• Contribute to Business Development presentations and proposals. <br>• Manage team to develop general and special conditions, safety requirements, and scope requisitions for each project to <br>ensure that scope, schedule, UBEs (or other hiring requirements), and insurance and bonding requirements are clearly <br>defined for bidders. <br>• Examine plans and specifications for deficiencies, construction issues, and technical questions; escalate findings for <br>resolution. <br>• Ensure contracts incorporate company standards for policies and practices, (e.g., Quality Control, Safety, Business Ethics) <br>and confirm collection of executed Business Partner Code of Conduct (BPCC) forms. <br>• Develop comprehensive understanding of Owner contracts to ensure compliance with relevant requirements. <br>• Manage team to establish procurement schedule for projects. <br>• Manage bid, scope review meetings, negotiations, and award processes for all subcontractors and vendors, ensuring <br>compliance with project-specific requirements and budget. <br>• Manage Subcontractor Approval Requests (SARs) process. <br>• Work with Operations to manage subcontractor failures, claims, liens, surety issues, and related matters. <br>• Oversee subcontracting process though to execution. <br>• Oversee insurance and bonds compliance for contracts. <br>• Conduct subcontractor evaluations at project completion, in conjunction with Operations. <br>• Lead and develop teams; provide professional development opportunities and engage in coaching and mentoring <br>relationships to instill deep knowledge and capabilities in Procurement. Foster teamwork, open communication, and <br>collaboration across business unit teams. <br>• Deliver timely performance feedback to staff and contribute to performance appraisals during annual performance cycle, <br>utilizing talent management systems.
