Job Description:

The Tender Team Quantity Surveyor plays a critical role in the preparation and submission of competitive tenders for construction projects. This position focuses on pre-contract activities, including cost estimation, preparing Bills of Quantities (BQ), and ensuring compliance with tender requirements. The Tender QS works closely with the estimating and planning teams to deliver accurate and timely bid proposals.

Key Roles and Responsibilities:

1. Tender Preparation
  • Review and analyse tender documents, drawings, specifications, and BOQ from clients.
  • Identify scope of works, risk items, and pricing strategies.
  • Prepare detailed quantity take-offs using drawings and specifications.
2. Cost Estimating
  • Estimate construction costs, materials, manpower, and preliminaries.
  • Source and evaluate supplier and subcontractor quotations.
  • Develop cost comparisons and value engineering proposals.
3. Bills of Quantities (BQ) and Documentation
  • Prepare and compile Bills of Quantities for internal and external use.
  • Ensure accuracy and completeness of all pricing documents and tender submissions.
4. Coordination with Internal Teams
  • Collaborate with the Estimating, Engineering, Planning, and Procurement teams to gather input for tender proposals.
  • Assist in the preparation of tender programs and construction methodologies.
5. Client & Subcontractor Communication
  • Clarify discrepancies in tender documents through queries or RFI submissions.
  • Liaise with subcontractors and suppliers for competitive pricing and technical compliance.
6. Risk Analysis and Compliance
  • Assist in identifying project risks, assumptions, and opportunities.
  • Ensure all tender submissions are in compliance with legal and contractual requirements.
7. Reporting and Handover
  • Compile tender reports for management review and final approval.
  • Participate in tender review meetings.
  • Assist in project handover to the post-contract QS team upon award.
Required Skills and Qualifications:
  • Degree/Diploma in Quantity Surveying, Construction Management, or related discipline.
  • At least 2–5 years’ experience in pre-contract or tendering roles.
  • Strong knowledge of cost estimating, construction methods, and tendering procedures.
  • Detail-oriented, organized, and able to meet tight deadlines.
